The category is not determined by whether the flight is commercial. A paid survey flight can be in the Open category if it meets all Open limits. A non-commercial flight can fall into the Specific category if it goes beyond those limits.
Open category: low-risk operations with strict boundaries
The Open category is intended for lower-risk drone operations. It is often the simplest route for operators because it does not require an operational authorisation before each flight, but it is not a paperwork-free environment.
To remain in the Open category, the operation must stay within core limits.
